| Background |

Quality is growing significantly in the whole Middle East region. This is
evidenced by the plethora of articles written, the abundance of seminars and
conferences and the various initiatives embarked upon at national level in
countries in the region;

The realization that quality is important is supported by various governments
playing a leading role in facilitating the development of the right
infrastructure for creating awareness and education on quality but also the
creation of Quality Awards is a clear indication that both the private and
public sectors can benefit from the implementation of quality principles and
techniques;

Quality is indeed feasible in the M.E Region and suitable to the 'local
cultures'. Although the experience overall in this part of the World is not
significant, some modest trials have been proven to be extremely successful;

Lastly, quality cannot be ignored during these times of intense competition and
particularly when it is known that competitive advantages are only mainly
derived from service and a focus on the customer. Most countries in the region
have signed on to the GAATT agreement. Unless they subscribe to its principles
(quality), they are going to be left behind and will suffer economically and
ultimately they will not be able to deliver the social agenda and aspirations
they may have.
